So in brief, what you're saying is that the Balmoral pick-4 handle went DOWN in January of 2010 despite the takeout reduction of TEN PERCENT (actually a "takeout reduction by 40%")... and then increased more than 270% over the next two years despite no further takeout change???
Such a takeout reduction at a place like Balmoral serves only to cost each and every one of its satellite wagering facilities a good chunk of money. Of course Balmoral is agreeable because others are footing the bill.
Nice try though. No wonder you are giving out "Balmoral results".
