Well, first of all, I have no problem for racing to pay for its own regulators. It would be better if the tracks were assessed this amount and it be treated as a cost of doing business. Failing that, if it is going to be a part of the takeout, it should not cause the takeout to increase; there should be a percentage of the takeout which is variable for items like regulation; depending on the need their share may increase or decrease (who am I kidding) and another part will adjust accordingly.

As for ADWs, what we need is more Twinspires, tracks setting up their own ADW so they can afford to cut the takeout and not be stopped by others dropping their signal. On my own blog, I discussed this concept of a bunch of tracks forming a non-profit ADW where the only takeout the ADW would get is to pay their expenses; the rest of the takeout would go to the tracks.
